Description

Bump ember-resolver to v13. This is in preparation for the path to vite.

HOLD: This depends on #3093 being merged since this version of the ember-resolver does not use an ember object and uses a native class (https://github.com/ember-cli/ember-resolver/blob/main/CHANGELOG.md#v1010-2023-05-02) but ember-can depends on using ember object's reopen method.
